The computerization of medical records and the creation of medical data bases is producing unprecedented threats to medical record confidentiality. Researchers, law enforcement officials, public health officials, and commercial entities are among the many parties claiming a right to unfettered access to patient data. To counteract these developments a combination of technical, policy and legal measures and are needed. This panel will explore where the lines are being drawn with respect to access to medical records and discuss some of the strengths and limitations of different legal and technical approaches to protecting the patient's right to informational privacy.
