This session will examine the nature and implementation of universal service, explain the universal service fund, is, what schools and libraries are eligible, what the universal service fund can be used to purchase, and which Internet service providers are eligible to receive from the fund. It will also give a brief status report of the legal challenges to the FCC's Universal Service Order.
