I think it depends on ones idea of what a 'babe' is. As a woman a 'babe' to me is a woman whom I can admire for what she is - I don't really stare at other women's faces or boobs (yuk!!!) or whatever. It's more what's in her head and the sort of things she does, the way she is as a person that make me say, yes, I can see how she can be a babe.
Whereas for guys I suppose it must be quite quite different. Give them a pretty face, a pair of tits you can play twin soccer with, and a nice backside, and it's 'hail babe'!!! all the way.
