The wide spread use of modern encryption technology raises alarm bells in law enforcement circles and national security institutions. National attitudes and more importantly legislation and legal regimes on the subject vary widely. Various bodies, such as UNCITRAL, ICC, WIPO, OECD and the American Bar Association, are all putting forward proposals for a unified global encryption policy.
